The numbering describes distance from your site rather than any quality difference. Tier 1 and tier 2 links refer to references pointing directly at your pages and references pointing at those referring pages respectively. In legitimate practice this describes something ordinary: a guest article you wrote that later gets cited by someone else. In the tactic’s usual form it describes something manufactured, which is where the two versions diverge sharply.
